The Problem
Challenge
The facilities management company operated a distributed workforce of cleaners, security guards, maintenance technicians, and reception staff across 200 client sites. Each site had between 3 and 45 employees, many working shifts that started before or after normal business hours. The paper based time and attendance system was failing at every level. Site supervisors collected handwritten timesheets weekly and submitted them to the central payroll team via email, internal post, or in some cases, WhatsApp photographs of paper forms. The payroll team of six people spent the first two weeks of every month manually entering timesheet data into the payroll system, a process that was not only slow but prone to transcription errors.
Buddy punching was a known and significant problem. Employees would sign in for colleagues who arrived late or left early, a practice that was difficult to detect and impossible to prove with paper records. The company estimated that buddy punching was costing them approximately GBP 380,000 annually in paid but unworked hours, based on random site audits that revealed a 6.8% discrepancy between recorded and actual attendance.
Client billing disputes were a constant source of friction. The company billed clients based on contracted hours, but when clients disputed that staff had not been present at the agreed times, the company had no verifiable evidence to support their invoices. Three major clients had withheld payments totalling GBP 210,000 in the previous year due to attendance disputes.
Overtime management was equally problematic. Without real time visibility into who was working and for how long, overtime accrued without approval. Supervisors would submit overtime claims after the fact, and the payroll team had no way to verify whether the additional hours were actually worked or authorised. Disputes between employees and management over overtime pay were consuming significant HR resources and damaging workplace relations.
Our Approach
Solution
We designed and deployed a biometric workforce management platform with three core components: site based biometric terminals, a centralised management platform, and a mobile companion app for supervisors and managers. The biometric terminals combine fingerprint scanning and facial recognition in a single ruggedised unit designed for the environments where they would be deployed. We selected dual biometric modalities because the workforce included cleaners and maintenance staff whose fingerprints were frequently degraded by chemicals and physical labour. When fingerprint recognition confidence is low, the terminal falls back to facial recognition automatically. Each terminal connects to the central platform via Azure IoT Hub, transmitting clock events in near real time.
The terminals are designed to operate offline for up to 72 hours, storing clock events locally and syncing when connectivity is restored. This was essential for sites in locations with unreliable internet connectivity, including basement car parks and remote industrial facilities. The centralised platform, built as a Blazor Server application, provides real time visibility into workforce attendance across all 200 sites. A live dashboard shows current attendance status for every site, with automatic alerts for late arrivals, early departures, and missed clock events. Site contracts define expected staffing levels by time of day, and the system flags any site that falls below contracted coverage.
The roster management module allows schedulers to build and publish shift patterns, assign employees to sites, manage shift swaps, and handle absence cover. The system automatically calculates expected hours based on the roster and compares them to actual biometric clock events, producing accurate timesheets without any manual data entry. The payroll integration exports validated timesheet data directly into the company's existing payroll system in the exact format required, eliminating the manual entry process entirely. The system calculates regular hours, overtime at the correct multiplier rates for each employee grade, and flags any anomalies for payroll review before export.
The mobile app gives site supervisors the ability to view real time attendance for their sites, approve overtime requests, manage shift swaps, and receive alerts when staffing levels drop below contracted minimums. For client billing, the system generates detailed attendance reports by site that serve as verifiable evidence of service delivery.

Requirements and Hardware Selection
We conducted a detailed site survey of 30 representative locations to understand environmental conditions, connectivity, power supply, and mounting requirements. We evaluated seven biometric terminal manufacturers and selected hardware that met the durability, accuracy, and offline capability requirements. The biometric enrollment process was designed and tested with a pilot group of 50 employees.
Platform Development and IoT Integration
The central platform was built including the real time attendance dashboard, roster management, and payroll integration modules. Azure IoT Hub was configured for device management and telemetry ingestion. We built the device provisioning and firmware update pipeline to support remote management of terminals across all sites.
Pilot Deployment at 15 Sites
Terminals were installed at 15 pilot sites covering a range of environments: office buildings, a hospital, a retail centre, and two industrial facilities. All employees at pilot sites were enrolled with both fingerprint and facial biometric templates. The pilot ran for eight weeks, during which we refined recognition thresholds and the offline sync process.
Nationwide Rollout
The remaining 185 sites were deployed in waves of 20 to 25 sites per week over eight weeks. A dedicated enrollment team visited each site to register employees. The rollout included supervisor training on the mobile app and payroll team training on the new automated timesheet export process.
Optimization and Client Reporting
After full deployment, we built the client facing reporting module that generates attendance evidence for billing purposes. We optimized the facial recognition models based on production data, improving recognition rates in low light conditions by 12%. The payroll team confirmed that their monthly processing time had reduced from 10 days to 2 days.
